Why PUESC and e-TOLL are a legal obligation, not an option

How it works, step by step

cloudGPS is a server-based platform. Tracker installation and Polish portal registration you do yourself (or via partners) — we provide guides in your language and technical support.

Tracker installation

A GPS tracker (Teltonika, Bitrek or other compatible) is installed by a certified installer — yours or from our partner network. The tracker can be installed in your home country; nothing Poland-specific is required. One tracker covers monitoring, PUESC and e-TOLL.

PUESC and e-TOLL registration

As the carrier, you create an account at puesc.gov.pl and etoll.gov.pl, add your vehicles and select cloudGPS as the OUL/ZSL provider. We have step-by-step guides translated into all major carrier languages.

Activation in the cloudGPS dashboard

In the cloudGPS panel you enable transmission to SENT-GEO and/or e-TOLL for a specific vehicle. Transmission is active only when needed — saves traffic and doesn't "expose" empty trips.

The vehicle drives — data flies

Coordinates automatically reach Polish systems in the correct format and frequency. Transmission status is visible in the dashboard, events are logged — for subsequent inspections.

What is PUESC and how is it different from e-TOLL?
PUESC (Platforma Usług Elektronicznych Skarbowo-Celnych) is a Polish state portal for customs and tax procedures. SENT-GEO within PUESC is a system for automatic position monitoring during the transport of sensitive goods (fuel, alcohol, tobacco, fertilisers). Data goes to Polish fiscal services. e-TOLL is a separate system for paying tolls on Polish roads for vehicles over 3.5 t. cloudGPS covers both requirements from a single tracker.
Does this work for our country, or only for Ukrainian carriers?
It works for any foreign carrier operating in Poland. The Polish PUESC and e-TOLL rules apply identically to vehicles registered in Ukraine, Lithuania, Latvia, Estonia, Romania, Bulgaria, Germany or anywhere else. The only requirements are: a Polish PUESC/e-TOLL carrier account (you create it as the operating carrier) and an OUL/ZSL provider (this is cloudGPS).
Can we really skip buying a Polish OBU?
Yes. cloudGPS is officially registered as a ZSL (Zewnętrzny System Lokalizacyjny) provider for e-TOLL and as an OUL for PUESC. Polish state systems accept data from our server in the same way as from OBU. This is a fully legal route — used by hundreds of European platforms.
Which trackers are supported?
We support 50+ models: Teltonika (FMB920, FMB130, FMC130, FMC650, FMC880), Bitrek (BI 530R, 810, 910), as well as all devices with Wialon Retranslator and Teltonika Codec 8/8E protocols. If you already have a fleet on another platform — we migrate without hardware replacement.
How quickly can we start driving with cloudGPS?
Tracker connection to cloudGPS — 1 business day. Registration at puesc.gov.pl and etoll.gov.pl usually takes 3-7 business days (depends on the Polish authorities, not us). With our step-by-step guides, applications can be submitted within half a day.
How much does it cost?

What if data transmission is interrupted during a trip?
cloudGPS buffers data locally on the tracker and on the server. If mobile network is lost — points are stored and re-sent after the connection is restored. Transmission status is visible in the dashboard in real time. For critical trips we additionally recommend a tracker with roaming SIM or dual-SIM.
What if Polish authorities inspect me?
You have technical proof of transmission: the log in the cloudGPS dashboard shows when transmission was active, which coordinates were sent when, and whether they were accepted by PUESC/e-TOLL. We provide a technical report on request. This is additional protection that an ordinary OBU without logging cannot offer.
